As part of the effort to cut down on RMT and improve the user experience, any non-cosmetic rewards will only be available in areas with PvP. You will not be able to engage in any kind of attack, but you can hit other players by using them. Some of these rewards are untradeable, where you'd expect them to be tradeable. This is a deliberate move in order to limit the appeal to RMT spammers as well as scammers who are looking for products.
