It's a high-DP capability that doesn't take any work to acquire, and players should definitely be running this on their action bar at the time their levels and settings allow for. Be aware that it has quite a long time limit of 15 seconds which is why they must supplement their arsenal with other powerful melee options.

Greater Fury is a skill that requires 24 strength in order to use It is therefore unlockable at the beginning of the player's journey.
