Launched by the Government of India (GoI), the Pradhan Mantri Unauthorised Colonies in Delhi Awas Adhikar Yojana (PM-UDAY) aims to regularise the unauthorised areas in the capital to grant ownership rights to the residents. The scheme was enacted through an Act of Parliament in 2019 to help over 40 lakh perturbed people.

 

In a bid to regularise over 1,700 illegal colonies in Delhi, the Central Government launched the Pradhan Mantri Unauthorised Colonies in Delhi Awas Adhikar Yojana (PM-UDAY) in October 2019. Reports indicate that over 40 lakh people live in the unauthorised colonies in Delhi. The properties in these clusters, whether in the form of plots of land or built-up areas, are held through a Will or a General Power of Attorney (GPA) or an agreement to sell or via the payment and possession of documents. What remains a primary concern for the property owners is that they cannot sell or mortgage their assets without registration papers.

In order to solve this problem, the Centre formed a committee to recommend the process for recognising ownership or mortgage rights to 1,731 illegal colonies. To enable the registration of properties in these colonies, the Parliament passed the National Capital Territory of Delhi (Recognition of Property Rights of Residents in Unauthorised Colonies) Act, 2019. As of July 2021, over 7,300 families from unauthorised colonies have been granted ownership rights under the scheme.

 

The necessity for PM-UDAY Scheme
The GoI is preparing a detailed blueprint for developing the unauthorised colonies with the help of the Delhi Development Authority (DDA). The blueprint will be completed by an online map of the DDA’s land, which will be available for public viewing by the end of 2022. As part of the authority's initiative, the maps will be determined by satellite images taken in 2015 and will protect DDA's lands from encroachment. Additionally, DDA has incorporated provisions for the development of such colonies throughout the city into the Master Plan of Delhi 2041.

PM-UDAY registration process
An online registration portal has already been set up for the registry of unauthorised colonies and flats n Delhi. One needs to follow the PM-UDAY registration process and get the registry papers by paying a nominal fee as explained below:

Step 1: Register yourself online
Go to the PM-Uday portal and select ‘Registration’ to register for PM-Uday. Fill in the necessary details, including the name, communication address, and mobile number. Click on the colony you want to apply for. After registering, an acknowledgement receipt will be displayed. Note down the unique registration number and the details of the Geographic Information Systems (GIS) agencies empanelled under PM-UDAY Scheme.


Step 2: Connecting with the GIS agency
The geo-coordinates of the property should be updated by one of the three GIS agencies empanelled to do it. The chosen and designated agency would then visit the property to fix the geo-coordinates accurately and upload them to the DDA PM-UDAY portal. Upon completing the process, you will receive a unique 'GIS ID' on your registered email ID and mobile number.

Step 3: Property details
Provide the details of the property, as well as the land on which the property is situated. Enter the details correctly as per the documents.

Step 4: Documentation
Scannable copies of the documents must be provided. Following is the list of documents required to register under PM-UDAY Yojana-

Possession document
Payment document
Agreement to sell
Latest ownership document
Electricity bill
Property tax mutation document
Previous chain of documents in serial order
Documentary proof of construction before January 1, 2015. (In case of built-up properties)
Any other ownership document, if necessary
Step 5: Submitting the application
Once you have filled out all the necessary information and uploaded the relevant documents, you need to submit the application along with the signature file. Lastly, you will need to print the application that has a unique case ID to use it for all future correspondence.

PM-UDAY processing fee
A nominal amount as the PM UDAY Yojana fees is charged for conferring the property rights to the residents of unauthorised colonies. The fee is calculated as mentioned below:


You can check the status of the application on the PM-Uday portal by clicking on the ‘Published application’ or ‘Disposed application’ options at the bottom of the page. Then, you will be redirected to a new page, where you can search for your name and case ID to verify whether your application has been approved.

 


PM-UDAY help desk details
DDA has opened 28 help desks across the city to facilitate applicants. Experienced officials are stationed for applicants who do not have access to the DDA's PM-UDAY portal to submit their applications. The applicants can visit these helpdesks for any information or assistance.

PM-UDAY Yojana has benefitted lakhs of slum dwellers who stay in the unauthorised colonies of Delhi. The regularisation of the same has been a herculean task; however, with the positive intent and right thrust from the Government, receiving ownership rights have been streamlined to protect the interest of these people.

How to check the application status on PM-UDAY?
Applicants can now check if their application has been approved or is still pending. The option to track application status has been added recently. Look out for the following option on the portal to check the list of disposed applications:
